About

Scrum Master / Project Manager Location: Herndon, VA. Nightwing seeks a Scrum Master/Project Manager with expertise in project management, software development, requirements management, and government procedures. The role involves acting as a liaison between developers and the customer, overseeing business requirements, and delivering value as part of a larger integration team. Responsibilities Plan and coordinate program management process activities, including scheduling meetings and preparing briefings and presentations. Organize and track complex requirements to ensure accurate understanding of customer needs. Assist the PMO in assessing, documenting, tracking, and forecasting new program requirements and follow‑on technical exchange meetings (TEMs). Support the Program Manager in resource leveling planning and analysis. Manage the project in the enterprise requirements management tool, inputting new requirements, refining and moving them, and creating and maintaining boards and reports. Create and maintain reports from the enterprise requirements management tool. Coordinate project schedules, participate in meetings, document and distribute minutes and action items, and trace action items to successful completion. Assist in the preparation of management plans and reports. Support tasks that involve collecting, compiling, evaluating, and publishing information and statistical data in documents, records, forms, reports, plans, policies, and regulations. Maintain PMO documentation. Provide support such as technical writing and editing of documents, integrating various sources into a cohesive product, and preparing graphical and narrative presentation material. Compose technical documents, including user manuals, training materials, installation guides, proposals, and reports. Edit functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables. Multi‑task effectively in a fast‑paced environment. Qualifications Proficiency in the Atlassian suite of products (Confluence, JIRA). Expertise in IT project management, including leading teams, inspiring cooperation, maintaining systems, and developing applications within constraints. Demonstrated ability to document meeting notes and outcomes to drive solutions. Expertise in breaking down work, evaluating it, and developing estimated lines of effort in JIRA, Excel, or other tools. Expertise in managing personnel across multiple teams, working with PMs, and adjusting processes and procedures to enhance productivity. Proven ability to create and maintain project plans, schedules, and work breakdown structures. Proven ability to work with various stakeholders internally and externally, negotiating solutions across systems, platforms, and products. Ability to work well in a constantly evolving environment.
