About
Technical Business Analyst
that will serve as the crucial link between clinical/operational stakeholders and the technical development team within the Defense Health Agency. This role involves translating complex healthcare and business needs into detailed technical requirements, specifically focusing on data management, ETL processes, SQL farm development, and reporting solutions. The ideal candidate will ensure data integrity and compliance with all federal and DoD healthcare regulations (e.g., HIPAA).

Responsibilities
Requirements Management: Elicit, analyze, and document complex business and technical requirements from various stakeholders.
ETL Operations Support: Collaborate with data engineering teams to define, test, and validate data extraction, transformation, and loading (ETL) processes.
Data Modeling and Database Design: Support the design of data models and database structures, including primary keys, indexing strategies, and normalization.
SQL Development Support: Provide specifications and assist in the creation, maintenance, and optimization of SQL queries, stored procedures, and scripts.
Data Flow and Process Documentation: Develop and maintain detailed documentation, including data flow diagrams, source‑to‑target mapping documents, and operational procedures.
Reporting and Visualization: Define specifications for reports and dashboards using Power BI or Tableau and collaborate with development teams to create visualizations.
Data Quality and Governance: Perform data profiling, quality checks, and gap analysis to identify discrepancies and ensure data integrity and compliance with DHA data governance standards.
Testing and Validation: Create test plans and test cases, and coordinate User Acceptance Testing (UAT) using SQL scripts to validate solutions before deployment.
Stakeholder Communication: Facilitate meetings and serve as the bridge between technical teams and non‑technical personnel (clinicians, managers).
Qualifications
Education: Bachelor's degree in Health Informatics, Business, Information Systems, or a related technical field.
Experience: Minimum 5 years as a Business Analyst in a healthcare or defense environment with strong emphasis on data analysis and technical team support.
Technical Proficiency: Strong proficiency in SQL, ETL frameworks and data warehousing concepts, familiarity with data visualization tools (Power BI, Tableau) preferred, and understanding of relational database management system concepts.
Domain Knowledge: Knowledge of healthcare operations, data privacy laws (HIPAA, etc.), and working knowledge of the Military Health System (MHS) or DHA operations desirable.
Soft Skills: Excellent analytical, problem‑solving, and communication skills, able to translate complex technical issues for non‑technical audiences.
Clearance: Ability to obtain and maintain a DoD security clearance; active Secret clearance preferred.
