Position Summary The Systems and Data Analyst for Work Ready Oklahoma (WRO) Statewide Expansion implements the vision, strategies, leadership, direction, and motivation to deploy support and measure successes of the implementation of a statewide system of Work Ready Oklahoma Employment Centers under the guidance of the Senior Manager. These centers provide resources to financially vulnerable individuals who need to get a job, keep a job, or find a better career opportunity. Community partners collaboratively design each center to meet the unique needs of the local business community and the regional population. Centers provide a combination of employer and community resources to best support each participant’s journey toward self-sufficiency and family stability.
The WRO system expansion relieves low-income families, individuals, and other underserved or marginalized populations from the burden of having to navigate the complex world of program-specific services, benefits, eligibility requirements, and supports, enabling them to seek services without prior knowledge or relationship with a particular service program. This system will shift the focus from
program-focused engagement to a more holistic, participant-focused engagement. Through assessments, guided conversations, and relationships, this system will enable individuals to find the right program or service pathway to strengthen their capacity for economic self-sufficiency and family stability.
In support of WRO, the Systems and Data Analyst serves as the data expert and liaison to the Data teams on the Work Ready Oklahoma Statewide Expansion team. This role is responsible for monitoring, analyzing, and ensuring the quality of program data to support statewide initiatives and local site performance. This role provides TTA directly to WRO sites statewide and offers insight to the Training and Technical Assistance (TTA) team by helping to determine training needs, develop training resources, and collaborate with subject matter experts (SMEs) to strengthen program outcomes. The position requires a data-driven approach to decision-making, proactive problem-solving, and the ability to communicate insights effectively to stakeholders.
This position requires the ability to work well with all communication styles and modalities, communicating effectively in written, interpersonal, formal, and electronic means.
The complexity of the expansion project requires project management skills and resourcefulness. This position will conduct comprehensive planning and requires cross-team collaboration in documentation and problem solving at the team level and at the statewide level.
Essential Job Functions
Build dynamic relationships and foster learning communities among statewide partners to support the development of WRO Centers and promote the self-sufficiency of low-income individuals.
Provide high-quality organizational leadership for projects, including the management of priorities, timelines, and objectives.
Monitor, test, validate and analyze data related to recruitment, completion, and partnerships; coach WRO sites and the TA team on effective data usage and interpretation.
Use data-informed decision-making to identify statewide and site-specific training needs; collaborate with the TTA Specialists to connect sites with applicable tools and resources.
Review and ensure quality control in the SRS system, maintaining data integrity, accuracy, and timeliness, cleaning and validating data for 17 WRO expansion sites.
Collaborate with internal data and systems experts to conduct ongoing data analysis to detect trends, training opportunities, or potential data errors; validate query results and resolve data quality issues in collaboration with relevant teams.
Develop and deliver training and resources—including webinars, tip sheets, written tools, and facilitation of peer-to-peer exchanges—in collaboration with SMEs.
Provide proactive technical assistance through phone consultations, site visits, and other needs-based training methods.
Collaborate cross functionally with technical assistance teams to share information, align statewide efforts, create efficiencies, and ensure coordinated support.
Engage with SMEs to create new resources that address site needs and strengthen program outcomes.
Document processes, accomplishments, and next steps for proactive and responsive TTA strategies.
Prepare data for monthly OKDHS reports; communicate activity and progress to WRO leadership and other key stakeholders.
Respond to ad hoc reporting requests from WRO leadership.
Provide training on best practices for data management to strengthen community outcomes.
Perform other duties as assigned.
Qualifications Education/Training
Bachelor’s Degree, or equivalent technical experience
Applicable fields and disciplines include business, social sciences, humanities, public administration, public policy, education, not-for-profit management, and related fields.
Willing to obtain certifications in Python and SQL
Experience
Provide coaching to the statewide network, enabling communities to meet goals through technical assistance and training, preferred
Proven project management skills, demonstrating the ability to manage multiple projects concurrently, required
Managing multiple partner organizations, government contracts, and competing priorities, strongly preferred
Three years’ experience in data analysis, reporting, and quality control, required
Strong knowledge of data management systems
Experience with ergo and Statewide Reporting System, preferred
Demonstrated ability to coach teams in data use and interpretation
Experience in developing and delivering training materials and resources (e.g., webinars, toolkits), required
Skilled in collaborating with subject matter experts and cross-functional teams, required
Skilled in various data manipulation tools and systems, such as Excel, Blazer, Python, and SQL
Proficiency in identifying and resolving data quality issues.
Strong communication skills, both written and verbal, with experience presenting findings to stakeholders, preferred
Ability to use data to inform decision-making and identify improvement, preferred
Proficiency in Microsoft Excel, data visualization tools, and reporting software, required
Skills, Knowledge, and Abilities
Able to work with data, enjoys working with data
Understanding of government operations, preferred
Strong communication and writing skills, proficiency in Microsoft Office applications, program evaluation or development experience, required
Understanding of human service programs to strengthen low-income families and the lived experience of financially vulnerable individuals, preferred
Frequent travel statewide, including overnight
Moderate domestic travel, including via air
Relationship builder, critical thinker, hard-working, detail-oriented, and flexible
Work-oriented to scalable and replicable development
