AirNav Ireland - Deputy Procurement Manager - Dublin City Centre Job Purpose The Deputy Procurement Manager supports the Procurement Manager in the strategic leadership, governance, and operational delivery of the organisations procurement function. The role is responsible for ensuring that procurement activities are compliant with public procurement legislation while delivering value for money and managing risk. The postholder will lead complex procurement projects and deputise for the Procurement Manager as required. Main Duties and Responsibilities Strategic Procurement and Governance Support the development and implementation of procurement strategy Ensure compliance with EU and national procurement rules, including governance, transparency and audit requirements. Ensure procurement policies are kept up to date and controls are in place to monitor. Drive continuous improvement in procurement processes, systems and reporting Monitor procurement performance metrics Procurement Delivery & Oversight Lead complex and high-value procurement competitions from planning to contract award in a compliant manner Ensure appropriate specification development, evaluation and documentation standards are applied Provide expert guidance on procurement routes, including open, restricted, and framework-based competitions, as well as newer and more innovative types of procurement. Ensure accurate and compliant procurement documentation and audit trails. Commercial & Contract management Support and guide contract development, negotiation and award processes to achieve best value outcomes Oversee contract management frameworks, including supplier performance, risk management and compliance tracking Identify opportunities for cost optimisation, value generation and service improvement Lead engagement with strategic suppliers and support resolution of high-level commercial issues. Leadership & People Management Provide leadership direction to procurement staff Coach, mentor and develop team capability in procurement practice and compliance including the Companys Management Performance Development Scheme. Deputise for the Procurement Manager in their absence, including decision making and stakeholder engagement. Stakeholder Engagement & Advisory Build strong stakeholder relationships with internal stakeholders to support effective procurement planning and delivery Act as a trusted advisor on procurement matters across the organisation Influence stakeholders to adopt compliant and best practice procurement practices Risk, Compliance and Audit Ensure procurement risks are identified, managed and mitigated Support internal and external audit processes and ensure timely resolution of findings Maintain oversight of compliance with procurement thresholds, procedures and reporting requirements. Oversight of regulatory requirements particular to the aviation industry. PERSON SPECIFICATON Education, Knowledge, Experience & Skills Essential: Third level qualification in Business, Procurement, Supply Chain Law, or related discipline or equivalent experience Significant experience in procurement withing a regulated or public sector environment Demonstrable experience of managing complex, high value procurement processes in compliance with EU public procurement directives Strong knowledge of public procurement legislation, governance and audit requirements Proven leadership and stakeholder management skills Strong commercial and negotiationskills Experience in contract management and supplier performance oversight Strong analytical reporting and problem-solving skills Desirable: Professional qualification (CIPS/ IIPMM or equivalent ) Experience working in regulated or aviation environments Experience with eProcurement systems Knowledge of sustainability and responsible procurement practices How to Apply: Applications (Cover letter & CV), giving full details of experience and suitability for the position, should be submitted no later than 16:00hrs on Monday 29th June 2026.
