Client is seeking an experienced Project Manager to oversee the successful implementation of an Enterprise Utility Billing System for water, wastewater, trash, and related services. This role is responsible for leading the planning, procurement, configuration, and deployment phases to deliver a robust, compliant, and customer centric billing platform.
This position reports to the Information Technology Services Department Portfolio Management Office. This position will primarily work with the Water Department to expand current capabilities and drive process improvements, but may also provide project management support to any of the City's 40+ departments. This position will also contribute to and uphold the City's Project Management Standards of Excellence.
KEY RESPONSIBILITIES:
• Meter-to-Cash Integration: Manage projects that link metering infrastructure with billing and revenue systems, ensuring accurate and timely billing for utility services.
• Regulatory Compliance & Revenue Assurance: Guarantee that billing solutions comply with municipal policies, financial controls, and regulatory requirements, safeguarding revenue integrity.
• Digital Transformation: Champion modernization initiatives to enhance customer experience through automation, self-service platforms, and advanced notification options.
PROFESSIONAL COMPETENCIES:
• Proven experience in leading utility billing system projects, specifically in enterprise environments.
• Strong background in integrating metering data with financial and billing systems.
• Demonstrated knowledge of regulatory compliance standards for municipal utilities.
• Track record of driving digital transformation and implementing customer-facing technology solutions.
• Excellent leadership, communication, and stakeholder management skills.
All project initiatives managed under the PMO are high-complexity and highly visible to the City. Therefore, the individual selected for this position must have excellent communication, active listening, and high customer service skills to manage multiple stakeholders. The desired candidate will have strong skills in understanding business and technical requirements, mapping business processes, data, and system workflows, facilitating gap analyses, and contributing to other written business deliverables to increase business value and the quality of services and solutions while bridging the communication gap between the business and technical staff. The project manager will work independently, proactively communicate and collaborate with external and internal customers, and must be able to juggle multiple initiatives simultaneously. Additionally, attention to detail, business writing, and organization skills are a must.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• 5 years of experience as a project manager understanding business cases, business and technical process mapping.
• 5 years of experience as a project manager leading large, complex projects, including task scheduling, resource modeling, budget management, meeting facilitation, and document management.
• Ability to adhere to established governance standards and processes within the IT PMO.
• Bachelor's degree in business administration, management, information technology , or related field.
• Strong analytical and business skills required, including a thorough understanding of how to interpret customer business needs and translate them into an application and operational requirements.
• Prior experience conducting user acceptance testing, providing training support, and contributing to the creation of business deliverables.
• Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including executives, managers, and subject matter experts.
• Exceptional attention to detail; documents must be professional and ready for executive review.
• Advanced proficiency with MS Word, OneNote, Excel, PowerPoint, Microsoft Project/Planner, and Visio.
• Project management experience working with a large-scale enterprise, highly regulated government agency.
PREFERRED EXPERIENCE AND TRAINING:
• Project Management Professional certificate.
• Other certifications and skills, such as Lean, Kaizen, Scrum / Agile Project management methodologies, ITIL v3 Foundation Training, and/or Certification, are a plus.
• Experience working with Business Intelligence (BI) tools.
• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
