About
Serve as a business expert in Health, Safety, Security, and Environmental (HSSE) programs. Act as the primary HSSE representative for one or more VSTAR Youngstown business units. Maintain accurate records in compliance with HSSE regulations, ISO standards, and Vallourec's management system. Lead and facilitate both formal and informal investigations of HSSE-related incidents. Advise business leadership on HSSE regulations, standards, and industry best practices. Deliver regular HSSE metrics and key performance indicators (KPIs) to local and corporate stakeholders. Champion the Group's Safety Visit (Behavior-Based Safety) program; coach managers and authorized visitors to conduct high-quality safety visits that enhance workforce safety performance. Support and coach the Gemba Safety Walk program; contribute to Group quality KPIs related to safety walk effectiveness. Collaborate with external agencies and regulatory bodies as needed. Analyze HSSE data and compile reports for internal and external use. Serve as a subject matter expert in risk management and risk assessment; maintain and report critical KPIs. Coach and train business teams in the development and execution of risk reduction initiatives. Participate in the review and continuous improvement of HSSE policies, procedures, and programs. Conduct environmental inspections and collect samples to ensure compliance with permits and regulations. Plan, coordinate, and deliver HSSE training for managers, supervisors, employees, and contractors. Evaluate the effectiveness of HSSE policies and practices and recommend improvements. Support the rollout and implementation of new Group HSSE standards and policies. Manage requisitions for HSSE supplies and review/approve invoices for related services. Ensure environmental compliance across water, waste, and air programs. Assist in the oversight of third-party site security services. Safeguard the physical security of business infrastructure and assets. Support HSSE orientation and onboarding programs for new hires and contractors. Standardize HSSE documentation and procedures across departments. Manage contractor HSSE compliance, including vetting and auditing processes. Maintain up-to-date knowledge of federal and state HSSE regulations. Conduct field inspections to ensure regulatory compliance. Support ISO 14001 and ISO 45001 auditing and certification efforts.
What Sets You Apart We're looking for individuals who bring the right mix of experience, mindset, and motivation:
Bachelor of Science required; preferred HSSE-related discipline, Industrial Engineering, or equivalent field. Experience with ISO 14001, ISO 45001, and OHSAS 18001 standards, including integrated management systems and audit processes. OSHA 30-Hour General Industry Training certification preferred. Certified Safety Professional (CSP) or equivalent credential preferred, or willingness to obtain within one year of hire. Extensive knowledge of HSSE regulations, standards, and industry best practices. Proven leadership in HSSE coaching, Behavioral-Based Safety (BBS) programs, and Life Saving Rules enforcement. Skilled in incident investigation methodologies, including Root Cause Analysis and Causal Learning. Experienced in fostering open reporting cultures grounded in psychological safety and human performance principles. Demonstrated success in improving safety culture through proactive reporting of near misses and unsafe conditions. Proficient in interpreting and applying OSHA regulations within manufacturing environments. Experienced with environmental compliance programs (RCRA, SWPPP, SPCC) and regulatory frameworks. Familiar with Lockout/Tagout (LOTO) program implementation and support. Strong written, verbal, and presentation skills; able to communicate effectively across all organizational levels. Highly organized with strong time management and attention to detail. Proficient in Microsoft Outlook and digital HSSE management platforms. Willingness and ability to travel as required to support business and corporate HSSE initiatives (potentially 10%). Minimum of 5-10 years of HSSE experience, preferably in manufacturing or oil field services.
