Senior Project Manager

See king an experienced Senior Project Manager to lead and deliver complex IT projects involving multiple teams, parallel work streams, and accelerated delivery timelines. This role is accountable for the successful delivery and outcomes of assigned projects. The Senior Project Manager guides project teams through all phases of the Commonwealth Standard for Project ManagementPre-Select, Initiation, Planning, Execution and Control, and Closeoutensuring compliance with required processes and the achievement of project goals.

Job Duties & Responsibilities

Serve as a hands on senior technical project manager partnering with development teams, business leaders, enterprise architects, and technology owners to deliver complex, multi-platform IT initiatives, including those leveraging emerging AI capabilities.

Direct and synchronize project tasks, resources, timelines, and stakeholder expectations across ITD leadership, technical teams, business units, and governance bodies.

Oversee vendor, consultant, and contractor performance, including contract coordination, procurement collaboration, SOW validation, and delivery oversight.

Maintain comprehensive project artifacts (budgets, schedules, risks, issues, metrics, and status reports) and deliver timely updates aligned with the communications plan.

Communicate complex technical concepts clearly to both technical and non?technical audiences, fostering alignment across IT, security, business teams, and vendor partners.

Identify, assess, and mitigate technical, security, operational, and vendor?related risks across all project phases.

Ensure all project solutions adhere to agency architecture standards, security policies, best practices, and VDOT/VITA project management governance requirements.

Track and evaluate vendor and third?party deliverables using defined KPIs and SLAs to ensure quality, timeliness, and contractual compliance.

Manage project milestones, deliverables, change control, and release activities to ensure on?time, on?budget, and low?disruption deployments.

Coordinate planning and execution of testing activities, document test objectives, and ensure creation of detailed test plans, test cases, and acceptance criteria.

Support system and application training efforts to ensure smooth adoption, operational readiness, and effective knowledge transfer.

Provide senior level guidance on system upgrades, cloud and infrastructure modernization, application migrations, and remediation of security or asset vulnerabilities.

Apply strong understanding of infrastructure, databases, APIs, and application architectures to support planning, estimation, and technical decision?making.
