Job Overview The St. Louis Fed is looking for a Software Engineering Manager to provide leadership and direction to software engineers utilizing Agile development methodologies to design, engineer, implement, test, and transition new or enhanced software solutions for production use. The manager reports to a Senior Manager and works with enterprise architecture, infrastructure operations peers, product and project leaders/managers, and other in-house developers, engineers, and analysts. Responsibilities include overseeing the department’s budget, reporting progress to senior management, and strategically managing team resources by identifying talent, supporting professional development, and optimizing resource allocation.
Responsibilities
Oversee and manage the organization’s information technology assets; coordinate development from concept to installation; act as liaison between clients, vendors, and consultants.
Conduct performance appraisals, development, motivating, coaching, and mentoring.
Provide recommendations for hiring, staffing, scheduling, performance evaluations, disciplinary actions, and training needs.
Manage Agile team(s), including consultants, developers, and testers.
Provide leadership regarding all aspects of Agile teams, including technical direction, process improvement activities, alternatives analysis, risk management, corrective actions, resolution of issues and defects, value delivery, and general challenges.
Ensure compliance with Federal Reserve Bank, System, and Treasury policies and procedures.
Communicate effectively with clients and all levels of management, peers, and organizations within the Federal Reserve System and the Treasury.
Partner with Treasury Product Management organization, Treasury customers, scrum masters, and other Federal Reserve System management areas such as Financial Management, National IT, Audit, Procurement, Legal, vendors, etc.
Research and maintain current knowledge of new application methodologies and tools, and Federal Reserve District and System technology priorities.
Maintain a vigilant security posture, including assisting with upgrading information security as necessary.
Qualifications
Bachelor’s degree with a major or specialized courses in Engineering, Computer Science, MIS or commensurate experience.
5+ years in IT leadership, including responsibility for engineering and delivery of a complex application(s), staffing decisions, mentoring and development, and performance evaluations.
Broad technology experience with any Object‑Oriented Programming language or Cloud‑Native technologies.
Experience with cloud computing, DevOps, development pipeline orchestration, and software engineering practices.
Experience leading teams using Agile methodologies.
Experience working collaboratively across IT and business units.
Understanding of secure software development principles, test‑driven development methodologies.
Understanding of modern web application architecture and API communication patterns.
Detail‑oriented with strong organizational skills.
Ability to process and assess complex procedures, practices, and policies.
Industry‑related certifications or degrees in application development/methodology, process, agile methodologies, cloud development, and/or cybersecurity are desired.
Candidates with less experience may be considered at a lower job grade or salary.
US Citizenship required.
Travel may be required between 5% and 15%.
Total Rewards Salary: $150‑190k
