Key Responsibilities
Serve as liaison to DHS, business stakeholders, and IT teams to support programmatic, policy, and operational objectives.
Collaborate with business units to gather, analyze, and document business requirements, regulatory needs, and stakeholder feedback for technology initiatives.
Translate business needs into project plans, functional requirements, system enhancements, and technology solutions.
Assist in evaluating technology options and provide recommendations regarding project scope, risks, dependencies, and implementation considerations.
Support the planning, implementation, maintenance, and enhancement of core business applications, including Salesforce-based systems and related portals.
Collaborate with business and technical stakeholders to define requirements, prioritize enhancements, and support release planning activities.
Maintain and track project backlogs, requirements documentation, action items, and system improvement initiatives.
Coordinate user acceptance testing, systems validation, and deployment activities.
Ensure technology solutions are user‑focused, efficient, and aligned with program objectives and operational needs.
Coordinate multiple technology projects and initiatives supporting DHS programs and related agency priorities.
Develop, maintain, and monitor project plans, schedules, milestones, and deliverables to support successful project execution.
Monitor project timelines, risks, issues, dependencies, and resource needs, escalating concerns as appropriate.
Facilitate project meetings, status reviews, and project communications to ensure alignment among stakeholders.
Support project implementation activities, including planning, testing, deployment, transition, and post‑implementation support.
Facilitate collaboration among DHS business units, EOHLC IT, EOTSS, and other stakeholders to support project planning and delivery.
Maintain effective working relationships with division business groups, data and evaluation teams, and partner organizations.
Coordinate meetings, gather stakeholder input, document decisions, and support issue resolution efforts.
Communicate project status, risks, milestones, and recommendations to project sponsors and stakeholders.
Coordinate activities with system integrators, consultants, and software vendors; track vendor deliverables, timelines, and service commitments.
Support procurement, contract administration, and vendor performance monitoring as assigned.
Follow established governance processes related to project management, change management, and issue escalation.
Support compliance with security, privacy, accessibility, and other applicable technology standards and requirements.
Coordinate with EOTSS and other technical teams regarding system integrations, infrastructure needs, and implementation activities.
Support the development and implementation of reporting, analytics, and data management solutions.
Assist stakeholders in identifying opportunities to improve data quality, accessibility, and operational reporting capabilities.
Document and recommend process improvements to enhance workflows, increase efficiency, and reduce manual effort.
Monitor system performance and user feedback to identify opportunities for continuous improvement.
Perform other duties as assigned.
Preferred Qualifications
Experience managing or coordinating IT projects and technology initiatives.
Experience gathering and documenting business and technical requirements.
Knowledge of project management methodologies, including Agile, Waterfall, or hybrid approaches.
Experience with enterprise business applications; Salesforce experience preferred.
Experience working with business stakeholders, technical teams, vendors, and external partners.
Familiarity with the System Development Life Cycle (SDLC), including testing, deployment, and implementation support.
Experience with reporting, data analysis, and business process improvement.
Knowledge of information security, privacy, accessibility, and compliance requirements.
Strong organizational, analytical, problem‑solving, and communication skills.
Ability to adjust to changing situations to meet emergency or changing program or production requirements.
Ability to maintain harmonious working relationships with others.
Ability to prepare technical reports.
Desire to work in a fast‑paced public sector environment committed to quality service.
Minimum Entrance Requirements Applicants must have either: `(A)` at least three (3) years of full‑time or equivalent part‑time professional or practical experience in the field of information technology project management, or `(B)` an equivalent combination of the required experience and the substitutions outlined below.
Associate’s degree in a related field may substitute for one (1) year of the required experience.
Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.
Master’s degree or higher in a related field may substitute for the required experience.
Compensation Salary range: $105,062.88 – $154,288.16 yearly, based on experience and education.
