The Architect is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities. The Architect also provides professional expertise with regard to the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds. Office of the Chief Security Officer: The Office of the Chief Security Officer (OCSO) is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campuswide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency's internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters. Position Objective The Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO) has a requirement for a Business Analyst to assist with the management and operations of OCSO business processes. The goal is to enhance business processes, improve efficiency, and provide guidance and assistance to the OCSO Administrative Services Division (ASD) by reviewing business processes, providing recommendations, developing and updating status reports, training materials, and other written documentation on standard business operations and procedures. Duties and Responsibilities Requirement Gathering: Conduct interviews, surveys, and workshops to gather business requirements. Data Analysis: Analyze business data to identify trends, issues, and opportunities for improvement. Process Improvement: Develop and implement strategies to optimize business processes. Budget Analysis: Evaluate budget proposals, analyze financial data, recommend spending cuts, and prepare financial reports. Documentation: Create detailed business requirements documents (BRD), functional requirements specifications (FRS), and process models. Stakeholder Communication: Liaise with stakeholders to ensure alignment and understanding of project goals. Project Management: Support project planning, execution, and monitoring to ensure timely delivery of project milestones. Reporting: Prepare and present reports on business performance, project progress, and process improvements. Deliverables Business Analysis Plan: A comprehensive plan outlining the approach, scope, and timeline for analysis activities. Business Requirements Document (BRD): Detailed documentation of business needs and requirements. Functional Requirements Specification (FRS): Specifications detailing the required functionality to meet business needs. Process Models: Visual representations of current and proposed business processes. Gap Analysis Report: Identification of gaps between current and desired business states. Stakeholder Management: Status of analysis and outreach progress to demonstrate the scope and scale of communication channels and contacts. Qualifications Basic Qualifications: Advanced (Masters or Ph.D.) degree in Business Administration, Finance, Economics, or a related field. Minimum of 5 years of experience in business analysis or a related role. Proven track record of successfully leading and managing complex projects. Strong analytical and problem‑solving skills. Proficiency in data analysis tools such as SQL, Excel, and business intelligence software, MS Office Suite including Sharepoint, Teams, Project and Visio. Minimum Qualifications: Excellent active listening and verbal communication skills. Flexible and adaptable attitude. Ability to elicit cooperation from a wide variety of stakeholders. Ability to work independently and as part of a team. Strong organizational skills and attention to detail. Excellent communication and interpersonal skills.
