Introduction The Department of Budget and Management's Classification and Salary Division (CAS) maintains the State’s position classification plan and provides for the development and operation of the State’s salary and wage program. Services include publication of new and revised class specifications; development of classification standards and guidelines; recommendations for changes to the salary plan; development of salary guidelines and procedures; and technical training of agency staff with responsibilities for classification and compensation activities. The Division provides leadership and expert advice to State personnel officers and managers.

Position Duties This position will function as a Salary and Data Analyst for the Classification and Salary Division. The analyst will support the development, implementation, and maintenance of the State of Maryland's Compensation Plan, perform position classification review, and lead special projects. Key responsibilities include:
Interpret and apply State Personnel Management System (SPMS) rules and regulations to maintain salary plans.
Analyze and evaluate compensation issues, practices, and requests; research and cost salary proposals; make recommendations; and conduct statewide training on salary and compensation.
Develop and revise salary schedules for COLA increases and other changes; produce and distribute the State of Maryland Salary Plans; coordinate title rate file transactions and mass title rate changes.
Administer and oversee the certification of agency personal service contracts and non‑delegated compensation transactions (reinstatements, rehires, promotions, demotions, transfers, retro COLA/Increment transactions, pay equity adjustments, new PIN creation, etc.). Audit agency transactions for compliance with salary guidelines and data integrity, and liaise with agency HR staff to resolve findings.
Evaluate and recommend decisions on MS 27 Salary Exception and Cash‑in‑Lieu requests; draft correspondence to agency personnel and senior leadership.
Assist the Deputy Director with special studies, proposals, and analyses directed by the Governor’s Office, Legislative Auditors, and other leadership.
Act as liaison with unions, agencies, other jurisdictions, and personnel associations; coordinate divisional responses to salary survey requests.
Prepare and deliver training programs and presentations for agency personnel; recommend revisions to salary procedures, rules, and processes.
Analyze reclassification requests; apply job analysis and evaluation methodologies; write classification study memoranda and defend decisions against grievances.
Perform related duties as assigned.
Minimum Qualifications Three years of professional HR experience in job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management.
Alternatives:
Bachelor’s degree plus two years of professional HR experience in the above areas.
Thirty graduate credit hours in a relevant field, plus up to two years of experience.
Juris Doctor for employee or labor relations positions.
Armed Forces military service experience as a commissioned officer in Human Resources classifications, with year‑for‑year substitution for experience.
Desired / Preferred Qualifications
Bachelor’s Degree from an accredited college or university.
Experience reviewing and making recommendations with classification and salary actions within Maryland SPMS.
Experience performing independent analyses and providing recommendations in written reports.
Intermediate Excel proficiency (Pivot tables, data cleaning, VLOOKUP, etc.).
Experience interpreting and applying COMAR, State Personnel and Pensions regulations, and MOU agreements.
Licenses, Registrations & Certifications Employees must obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months of appointment, and recertify every six months thereafter.
Employees operating a motor vehicle may be required to possess a valid Maryland motor vehicle operator’s license.
