Strategy & Planning
Work with IT Management to design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements.
Develop, implement, and maintain policies, procedures, and associated training plans for network resource administration, usage, and disaster recovery.
Develop and deploy methodologies for testing network performance and providing network performance statistics and reports.
Establish best practices and policies for installing, configuring, maintaining, and troubleshooting end-user workstation hardware, software, and peripheral devices.
Practice network asset management, including maintenance of network component inventory and related documentation such as network design maps and disaster recovery plans.
Acquisition & Deployment
Plan, acquire, and coordinate installation of in-house and remote hardware and software across the organization’s network.
Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
Assess, approve, and administer all equipment, hardware, and software upgrades.
Communicates with vendors, outsourcers, and contractors to identify and recommend products and services.
Collaborates with end users and IT Management to understand the business requirements for existing or newly implemented systems to ensure the network capabilities needed are available.
Assists with planning and deployment of departmental decisions that have been reviewed and approved by the IT Management team.
Operational Management
Manage and ensure optimal operation of all network hardware and equipment, including routers, switches, hubs, UPSs, and so on.
Ensures connectivity to all application servers, databases, VoIP equipment, fax machines, printers, and other network appliances.
Test network performance and provide network performance statistics and reports; develop strategies for maintaining the network infrastructure.
Ensure the effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems by working with the Security Analyst and other IT Team members.
Practice IT asset management, including maintenance of component inventory and related documentation.
Performs system and security audits.
Researches emerging products, services, protocols, and standards in support of systems software procurement and development efforts.
Creates required reports in response to business user needs.
Participates in negotiations with vendors, outsourcers, and contractors to secure software products and services.
Integrates IP telephony systems with enterprise LANs, WANs, wireless LANs, and other Internet-based services and protocols.
Maintains operating systems and supporting software or applications associated with wired and wireless LAN operations.
Direct and assist external vendors, analysts, and technicians, with any support needed for the maintenance and repair of network hardware or systems dependent on network connectivity.
Provide guidance to other members of the team when appropriate.
Education/Experience
Bachelor’s Degree in Computer Science, Information Systems, Information Technology, or a closely related field.
Minimum of 5 years of related work experience.
Equivalent combination of education and experience may be accepted.
Preferred Certificate or Licenses CCNA Cisco Certified Network Associate or equivalent Cisco Certification, COBIT 5 Foundation, Information Technology Infrastructure Library (ITIL)

The essential functions of this position require sufficient physical ability and mobility to work in an office or virtual setting; to stand or sit for prolonged periods; to occasionally stoop, bend, kneel, crouch, reach, and twist; the dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components; occasional inspection of cables in floors and ceilings; lifting and transporting of moderately heavy objects, such as computers and peripherals; and to hear and verbally communicate to exchange information. Includes on-call availability as needed, nights and weekends on occasion. May also be required to operate a City vehicle, on occasion and travel for work as required.
