Program Manager

Randstad is seeking an experienced Program Manager to support a key client in Washington, DC. The ideal candidate will have a strong background in financial planning, resource management, and PMO leadership, with the ability to oversee large, complex projects across multiple functions. This role requires advanced financial modeling skills and the ability to translate data into actionable insights for senior leadership. The Program Manager will be responsible for ensuring financial control, effective resource allocation, and robust project governance throughout the project lifecycle.

Key Responsibilities:

• Lead annual financial planning, forecasting, and budgeting activities, managing both CAPEX and OPEX.
• Provide financial oversight and control across multiple large-scale projects.
• Optimize project efficiency through effective resource planning and allocation across cross-functional teams.
• Build and maintain complex financial models using advanced Excel and Access capabilities.
• Develop business cases, calculate NPV, and create financial models to support new project proposals.
• Manage project governance, risk management, and stakeholder communication through PMO best practices.
• Provide financial analysis and reporting, delivering clear and actionable insights to senior management.
• Prepare detailed project financial reports and presentations for executives and stakeholders.
• Mentor and guide project teams to ensure adherence to project management methodologies.
• Preferred: Experience with SAP for financial planning and reporting.
