Position Summary
The Technical Project Manager (TPM) leads the planning, execution, governance, and technical
coordination of a healthcare application evaluation project intended to support clinical and
operational healthcare workflows and enable future integration with MHS GENESIS and JOMIS.
The TPM is responsible for managing cross-functional teams through the evaluation, selection,
implementation planning, and integration-readiness phases of the project. This role serves as the
primary liaison between business stakeholders, healthcare subject matter experts, technical
architects, cybersecurity teams, vendors, and executive leadership to ensure the selected solution
meets operational requirements, interoperability standards, security requirements, and long-term
enterprise integration objectives.
The ideal candidate combines strong project management expertise with technical leadership
experience in healthcare IT, enterprise systems integration, and software delivery.
Key Responsibilities
Project Leadership & Delivery
● Lead all phases of the healthcare application evaluation project from initiation through
implementation planning and transition.
● Establish project scope, objectives, success criteria, schedules, budgets, and governance
processes.
● Develop and maintain integrated project plans, roadmaps, and milestone schedules.
● Manage project execution using Agile, Hybrid, or Waterfall methodologies as appropriate.
● Coordinate multidisciplinary teams across clinical, operational, technical, cybersecurity, and
vendor organizations.
● Ensure project deliverables are completed on time, within scope, and within budget.
Healthcare Application Evaluation
● Direct the evaluation and assessment of healthcare applications against clinical, operational,
technical, security, and interoperability requirements.
● Facilitate requirements gathering, stakeholder workshops, vendor demonstrations,
proof-of-concept activities, and technical assessments.
● Oversee evaluation scoring methodologies and recommendation development.
● Ensure traceability between business requirements, technical requirements, and solution
selection decisions.
● Lead development of implementation and integration readiness strategies for the selected
solution.
Technical Integration Planning
● Develop and manage integration strategies supporting future interoperability with MHS
GENESIS and JOMIS.
● Coordinate with enterprise architects, integration engineers, and application teams to define:
○ Interface requirements
○ Data exchange requirements
○ Integration architecture
○ API strategies
○ Data migration approaches
○ Identity and access management requirements
● Ensure alignment with enterprise healthcare interoperability frameworks and standards.
● Track integration dependencies, milestones, and readiness activities throughout the project
lifecycle.
Stakeholder & Vendor Management
● Serve as the primary point of contact for project stakeholders and executive leadership.
● Manage relationships with software vendors, implementation partners, and government
stakeholders.
● Facilitate technical and programmatic decision-making processes.
● Present project status, risks, recommendations, and strategic options to leadership.
● Build consensus among clinical, operational, and technical stakeholders.
Risk, Issue & Change Management
● Identify, assess, and manage project risks, assumptions, issues, and dependencies.
● Develop mitigation strategies for technical, schedule, budget, cybersecurity, and integration
risks.
● Lead change control processes and impact assessments.
● Escalate critical issues and recommendations to governance boards and executive
sponsors.
Cybersecurity & Compliance Oversight
● Ensure the solution evaluation process addresses applicable security, privacy, and
compliance requirements.
● Coordinate security assessments, architecture reviews, and accreditation planning activities.
● Collaborate with cybersecurity teams to ensure compliance with organizational and
regulatory requirements.
● Support planning for Authority to Operate (ATO) and related security certification activities
where applicable.
Governance & Reporting
● Establish project governance frameworks and reporting structures.
● Develop executive dashboards, status reports, risk reports, and milestone reviews.
● Monitor project performance metrics and implement corrective actions when necessary.
● Support audits, reviews, and executive oversight activities.
Required Qualifications
● Bachelor’s degree in Information Technology, Computer Science, Healthcare Informatics,
Engineering, Business Administration, or a related field.
● 7+ years of project management experience leading complex technology initiatives for
federal agencies
● 5+ years of experience managing healthcare IT, enterprise software, systems integration, or
digital transformation projects.
● Demonstrated experience leading cross-functional technical teams and vendor
engagements.
● Experience managing projects involving software evaluation, implementation, or enterprise
integration.
● Strong understanding of software development lifecycle (SDLC) methodologies.
● Experience with Agile, Scrum, Hybrid, and Waterfall delivery frameworks.
● Proficiency with:
○ Microsoft Project
○ Jira
○ Confluence
○ Microsoft Power BI
○ Microsoft Office Suite
○ SharePoint
Preferred Qualifications
● Experience supporting healthcare technology programs within military, federal, or large
healthcare organizations.
● Familiarity with MHS GENESIS workflows, architecture, and interoperability requirements.
● Knowledge of JOMIS capabilities, objectives, and operational healthcare environments.
● Experience with healthcare interoperability standards including:
○ HL7
○ FHIR
○ DICOM
○ IHE
● Experience managing cloud-based healthcare solutions and enterprise architecture
initiatives.
● Knowledge of cybersecurity frameworks, risk management processes, and accreditation
requirements.
● Experience supporting Department of Defense or federal healthcare programs.
