Job Title: Senior Operations Manager Division/Function: Funding and Debt Management Reports to (job title): Deputy Director Job Family: Operations Career Stream: Professional Career Zone: Line Manager/Senior Professional Contract Type: 12 month contract Summary of the Business The National Treasury Management Agency (NTMA) is a State body which operates with a commercial remit to provide asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities. Businesses managed by the NTMA include borrowing for the Exchequer and the management of the National Debt, the State Claims Agency, NewERA, the Ireland Strategic Investment Fund and the National Development Finance Agency. The NTMA also assigns staff and business support services to the Strategic Banking Corporation of Ireland and Home Building Finance Ireland. Reimbursement of annual professional membership fees Defined Benefit Pension Schem e About FDM Within the NTMA the Funding and Debt Management (FDM) unit is responsible for borrowing on behalf of the Government and managing the National Debt in order to ensure liquidity for the Exchequer and to minimise the interest burden over the medium term. In addition to its core functions of borrowing for the Exchequer and debt management, the FDM Unit performs a number of other functions including but not limited to: Prudential management of Exchequer Cash including daily short-term cash management operations to regulate the level of Government cash balances at the Central Bank of Ireland. Responsible for the ongoing development of primary and secondary markets for Irish government securities, as well as broadening the investor base and diversifying the State's sources of funding. Managing approximately €24 billion in debt held by retail investors under the Ireland State Savings programme. Production of and reporting on National Debt Service and National Debt estimates Carrying out treasury operations on behalf of the Strategic Banking Corporation of Ireland and the Ireland Strategic Investment Fund (ISIF). Providing a Central Treasury Service for State bodies and local authorities Role Summary The successful candidate will be responsible for the front-line management of Funding and Debt Management's operations, supporting a Deputy Director. This includes internal operations, procedures, reporting and controls. Principle Accountabilities The successful candidate's ongoing responsibilities will include: Monitoring FDM's activities for compliance with external and internal policies, procedures and standards and reporting to management on same. Updating of FDM's internal procedures and policies, noting issues for consideration and proposed actions. Oversight of FDM's Risk Register ensuring it is proactively managed and suggesting to FDMs senior management on risks to be added or removed. Management of FDM's ongoing interactions with corporate functions within the NTMA (e.g. Finance, ICT, Legal, Compliance, FOI, Procurement, Internal Audit, HR, Communications, Secretariat, Facilities), including representing FDM at relevant operational internal forums. Co-ordinate and monitor FDM's Business Continuity requirements. Oversight of FDM's record management including retention policy and record management systems. Represent FDM, with relevant FDM members during internal and external NTMA audit processes, including interaction with internal and external auditors and monitoring and reporting of audit logs. Management of ad hoc projects or initiatives which may arise from FDM's perspective (e.g. ICT system upgrades). Maintain a high level of ongoing familiarity with FDM's business activities. Educational requirements Third level degree Membership of a relevant professional body is desirable but not essential Experience The ideal candidate will have: At least 7 years broad experience in an operations, finance, risk or compliance discipline within a relevant environment Managed operational activities delivering high quality outputs and process improvements throughout Knowledge of Financial Markets is desirable Skills Strong communication skills, both written and verbal Proven stakeholder management skills with an ability to interact with relevant NTMA stakeholders at a senior level A high level of accuracy and attention to detail Individual needs to bediligent, self-motivated and a clear thinker Proficient with MS Office - Excel, Word and Powerpoint The NTMA is proud to be an equal opportunities employer.
