About

Background
The current State of Florida Accounting Information Resource (FLAIR) system is based on software developed in the 1970s and was implemented as the core of the state's financial system in 1981. The State has now embarked on a multi year endeavor to replace FLAIR with a cloud-based modern financial management solution (FMS) called the Florida Planning Accounting and Ledger Management (PALM) Project. The project officially began in 2014 with the Cash Management portion going live in July 2021. The implementation date for the remaining Financial, Payroll, and Data Warehouse waves is scheduled for January 1, 2026.
Florida PALM operates on Oracle PeopleSoft 9.2, leverages a Service Oriented Architecture (SOA), is hosted by Oracle Cloud Infrastructure, and is connected via MyFloridaNet-2.
To align FDLE's implementation approach to the Florida PALM project, comprehensive project management, functional transition planning, and remediation of impacted people, processes, and technology will be required. Multiple agency business systems have been identified as containing FLAIR data elements. They will need to be assessed and analyzed to determine if they will require modifications, if they are to be retired, or if they will be unimpacted. We currently have numerous business systems that exchange data with FLAIR. Many of these systems will be required to interact with Florida PALM and continue to provide data files on a daily, weekly, and/or monthly basis. Some of these systems are sizeable and will require considerable effort to prepare each of them to accurately communicate with the new Florida PALM system. Additionally, any process or workflow that relates to financial data within the Business Support Program sections must be evaluated and revised in order to perform daily functions in PALM as well as produce required reporting. Training will also need to be developed and implemented prior to go-live.
The transformation of these critical functional agency business systems and related activities will involve close collaboration between the FDLE and the Florida PALM Project team.
Description of Services & Deliverables
FDLE requires the services of one Project Manager to work under the direction of FDLE's assigned supervisor to achieve the goals and objectives of the Florida PALM Integration Project as approved by a Legislative Budget Request (LBR). The Project Manager is expected to use their skills to manage a project team of one (1) Systems Analyst, and one (1) Oracle EBS Functional Consultant.
The person in this position:
Is knowledgeable in all areas of system development understanding business processes to successfully lead and manage a team to modify an existing system.
Stays abreast of current industry trends and ERP technologies to oversee the design and modification of integrated auxiliary systems to meet functional and non-functional requirements.
Is responsible for clear communication and coordination between stakeholders and IT leadership to successfully resolve various issues and communicate project status.
Responsibilities
Project Manager responsibilities include, but are not limited to the following:

Issue Management and tracking
Deployment and Implementation Planning
Quality Assurance and Quality Control (User Acceptance Test Planning)
Leadership to the project team and others, both internal and external to FDLE
Team Management and Assignment Tracking
Monitoring contractor performance in producing quality deliverables on time
Communications Management, including team, stakeholders, and external entities
Maintaining Project Schedules
Serve as a single point of contact for reporting project status
Provide detailed and summary reporting of project status
Requirements management while facilitating the gathering of detailed requirements in Joint Application Development (JAD) sessions
Make recommendations for executive action when required
Ensure compliance with FDLE and FL Digital Services policies and procedures
Ensure system design conforms to Rule 60-GG
Coordinate effectively with FDLE Information Technology Services (ITS) staff required to support the project
Effectively work with Criminal Justice Information Services (CJIS), BSP, IFS throughout the software development life cycle to complete the project
Assist FDLE PALM Program Manager with all necessary RAMS documentation
Attend Steering and Oversight Committee Meetings and provide Status Updates as needed

Project execution for a production implementation(s) of a redesigned system meeting the requirements in the LBR (or approved Change Logs) within the LBR timeframe and to the correct technical specifications with limited defects carrying to the FDLE ITS RAMS Maintenance Team after the LBR is finished
Documented Operations & Maintenance Plan
Knowledge transfer to the FDLE ITS RAMS Maintenance Team
Mandatory Skills and Experience
Bachelor's Degree in Computer Science, Business Administration, or other related Information Technology (IT) fields
Project Management Professional (PMP) certification
Minimum of 7 years of work experience managing successful, large-scale IT projects
Experience managing a minimum of 3 full lifecycle Oracle EBS R12 implementation projects
Experience managing large system IT projects through all phases of the software development lifecycle
Experience managing IT projects in the range of $2M to $10M
Experience managing IT teams with diverse assignments such as business analysts, database analysts, application architects, software developers, and hardware support
Experience using both Waterfall and Agile project management methodologies
Experience performing differing test methodologies in IT projects
Extensive experience using Microsoft Project to develop and maintain detailed project schedules
Experience in delivering projects in the agreed scope, schedule, and budget
Excellent oral and written communication skills
Strong Project Planning & Organizational Skills
Exceptional interpersonal skills.
Strong collaboration skills with stakeholders
Ability to facilitate JAD sessions
Experience with determining system requirements from stakeholders
Experience presenting project status updates to differing audiences for their understanding

Preferred Knowledge Skills and Abilities
Government, Law Enforcement, or Public Safety IT projects
Master's Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experience
Experience managing Oracle EBS R12 development projects
Knowledge of various modules in Oracle EBS ERP system
Experience in data conversion projects
