Join the City of Grand Rapids, Minnesota, as our Cannabis Dispensary Manager. The City is currently exploring the development and operation of a municipal cannabis dispensary. As planning efforts continue, including facility design, operational logistics, regulatory compliance, and business planning, we have identified the need for specialized expertise to support these efforts. During the planning phase, the selected individual will contribute directly to key decisions regarding dispensary operations, workflow development, inventory controls, security protocols, staffing models, licensing compliance, vendor relationships, and customer service expectations.

This role is an opportunity to manage a municpal cannabis dispensary. This position is anticipated to transition from a planning and implementation role into ongoing management of dispensary operations upon opening. Responsibilities would include oversight of day-to-day operations, regulatory compliance, financial performance, staffing, inventory management, and strategic planning to support successful and sustainable dispensary operations.

Salary

$44.99 - $61.64 USD per hour

Required Skills

This position is located in Grand Rapids, Minnesota

- Must be at least 21 years old
- 3+ years of retail or specialty retail management experience (scheduling, hiring, coaching, performance management)
- Demonstrated knowledge of state and local cannabis regulations and ability to maintain compliance (licensing, reporting, recordkeeping)
- Proven experience with inventory control systems and loss-prevention practices (seed-to-sale familiarity preferred)
- Strong cash-handling and point-of-sale (POS) management skills, including reconciliation and basic financial oversight
- Ability to develop and maintain security and safety protocols in coordination with facility security and local authorities
- Excellent interpersonal and customer-service skills, with the ability to handle sensitive conversations with medical patients and diverse community members
- Clear written and verbal communication skills for SOPs, reports, and regulatory documentation
- Proven leadership skills: hiring, training, coaching, conflict resolution, and building an inclusive team culture
- Reliable organizational skills and attention to detail for scheduling, ordering, and compliance deadlines
- Ability to pass required municipal and state background checks and obtain any necessary cannabis agent credentials
- Flexibility to work retail hours, including evenings and weekends as needed

Desired Skills

- Prior experience managing a cannabis dispensary or working in a regulated cannabis environment
- Experience with staff development programs and creating SOPs
- Knowledge of medical cannabis patient needs and experience working with patient-care protocols
- Basic budgeting and experience with sales reporting
- Community engagement or public outreach experience, comfortable representing the dispensary in community or municipal forums
- Certifications in first aid/CPR, conflict de-escalation, or loss-prevention training, preferred
- Valid driver's license and reliable transportation for occasional off-site duties

SALARY RANGE: Check out our competitive salary! The 2026 salary range for the Cannabis Dispensary Manager is $93,580 to $128,223.
