Your Team The Office of Housing Access and Stability (HAS) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
Your Impact The Division of Budget and Program Operations (DBPO) within the Office of Housing Access and Stability provides support services to the Division of Housing Opportunity, Division of Tenant and Owner Resources, the Division of Housing Stability, and the Division of Policy and Program Innovation. DBPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support, and manages Housing Quality Enforcement and related inspection functions. The DBPO team coordinates technology initiatives and analytics across the Office.
Your Role The Program Strategy and Analytics (PSA) unit of BPO is looking for a self‑starting and collaborative Business Analyst to join the HAS team. The PSA Business Analyst will engage with HAS stakeholders to understand their business challenges and translate those needs into technology solutions. The role requires a balance between detail orientation and communication finesse, and reporting to the Director, Program Strategy.
Responsibilities
Develop an in-depth knowledge of HAS business operations and work with stakeholders to design new processes that achieve strategic goals.
Facilitate and participate in meetings with multiple internal and external stakeholders to gather requirements, provide ongoing updates, and ensure business needs are met.
Lead discussions regarding business requirements with the business and technology teams.
Capture business requirements, create business process workflows and translate them to technical requirements.
Identify opportunities to improve enterprise systems and business processes and help drive solutions.
Interface with technology providers to address problems and support the development and execution of test plans.
Conduct user acceptance testing.
Convey requirements to technology staff through process flows, user stories, and use cases.
Coordinate with other business analysts and project managers to ensure integration of technical solutions.
Establish, maintain, track, and monitor project plans and assignments to ensure that project timelines are followed from conception to delivery.
Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community‑centered activities related to the duties described above;
or a high school graduation or equivalent and six years of experience in community work or community‑centered activities related to the duties described above.
Preferred Skills
3+ years of experience in gathering requirements, business analysis, use cases and creating functional requirements documents; coordinating and supporting IT business processes; writing test cases and performing functional and acceptance testing.
Strong business acumen to quickly learn new business processes and understand how IT needs to support the business in achieving the goals.
Desire and capacity to work in a fast‑paced, multi‑faced and deadline‑driven environment.
Excellent communication, presentation, and leadership skills.
Ability to operate independently within established methodologies, procedures, and guidelines.
Ability to work with external stakeholders.
Capacity to build collaborative relationships and work effectively with key stakeholders.
Excellent interpersonal skills.
Strong analytical and facilitation skills.
