About
The HR Manager will provide strategic and hands-on support to multiple branches within the Bayshore Staffing Division. This role is responsible for developing, implementing, and integrating HR strategies that drive employee engagement, operational excellence, and compliance with Bayshore's values and business objectives. Reports into Divisional Managing Director with dotted line to Enterprise HR Business Partner.
You will partner with branch management and HR representatives to deliver best-in-class HR solutions, facilitate complex employee relations matters, and champion change management initiatives. The ideal candidate will possess strong stakeholder management skills, the ability to facilitate difficult conversations, and a proven track record in HR operations.
Key Responsibilities
Strategic HR Partnership:
Partner with 5 businesses to understand business operations, identify HR gaps, and recommend innovative strategies for HR excellence and consistency.
Integrate and share HR best practices across businesses, ensuring alignment with Bayshore's culture and values.
Liaise and coordinate with corporate HR partners
Supervise, Mentor, and assist branch Human Resources employees and other Administrative Personnel
Stakeholder Management & Communication
Build collaborative relationships with business leadership and HR teams, serving as a trusted advisor on all HR matters.
Facilitate and coach managers through complex employee relations issues, including disciplinary actions and terminations, ensuring fairness and compliance with multi-provincial legislation.
Lead and support difficult conversations with professionalism, empathy, and objectivity.
HR Operations & Program Leadership
Develop, implement, and manage HR programs in employee relations, performance management, reward and recognition, training and development, recruitment, retention, and compensation.
Act as the lead for assigned national HR projects and programs.
Lead and execute the annual Merit and Bonus process
Coordinate and delegate with employee engagement activities for branch and field employees
Change Management
Support the rollout of new programs at the local level, devising change management and communication strategies for seamless adoption.
Manage the relationship between other divisions in order to find synergies where possible
Compliance & Policy
Ensure adherence to federal and multi-provincial legislation, including labour codes, employment standards, human rights, pay equity, and health and safety.
Maintain current knowledge of multi-provincial legislation relating to Employment Standards, Human Rights, Workplace Health and Safety, and Labour laws; assist to handle real or suspected violations of legislated requirements
Maintain confidentiality of client and corporate information at all times.
Lead investigations into workplace complaints (harassment, complaints, discrimination, safety, etc).
Assist with discipline and counseling of employees as requested
Ensure employee Canadian work authorization documents are valid and up to date
Oversee occupational health and safety compliance and ensure compliance with Bayshore SOPs and protocols
Manage workers compensation claims documentation including filing reports, follow-up activities and participate in development of modified work programs as requested
Maintain current and past electronic employee files such that all required documentation is present
Proof of current professional registration, education certificates, security clearances, references etc.
Probationary and Annual Performance reviews, including coaching notes and disciplinary records if applicable
Internal and External Training documentation
Recruitment And Selection
Assist recruitment managers in selection of Administrative and/or Supervisory employees as requested
Training & Development
Prepare and deliver training programs for managers and HR representatives to address and resolve employee issues, ensuring consistency and fairness.
Mentor and empower business leaders and HR teams to resolve complex concerns independently.
Onboarding and Offboarding best practices and of Administrators
Leadership and Succession Planning-Design and implement a framework for leadership development and succession planning to build a strong pipeline for key roles across staffing divisions.
Oversee the Attendance Management program and its supervisor, ensuring the program evolves to align with business needs, improve workforce reliability, and support retention goals.
Qualifications
Complete other tasks as required
Education
University degree in Human Resources, Psychology, Business, or Industrial Relations.
CHRP designation achieved or in progress (required).
Experience
Minimum 5–7 years of progressive HR experience in operations, preferably within a multi-location, service-driven enterprise.
Demonstrated experience in stakeholder management, coaching, and facilitating difficult conversations.
Familiarity with federal and multi-provincial HR legislation across Canada.
Experienced user of MS Office and HRIS (UKG preferred).

Pay Range: $68,900 - $86,100
